Democrats don't count total US defense spending when criticizing a 4% floor proposed by Romney campaign...

4.7% - 4% would be less of GDP deficit spending for defense if it could be achieved...

All the discretionary war spending would have to be drawn down orderly to even come close to the lower target...

Defense spending has stayed high in the US as a percentage of GDP...

Homeland defense expenditures are a portion of the US defense budget also...

If Obama doesn't count defense spending above the budgeted amounts approved from 2 or 3 years ago then their charts may appear accurate...
