what is an LT Capitol Loss write off?

It is very hard for me NOT to envision commons and prefs receiving distributions from the OBS, based on this boards great DD. We of course continue our efforts to solve the CT riddle.

I would love to read your comments on how you view commons/prefs getting the shaft...
