Considering the fact that Iraq is pretty close to Turkey in its secular nature, that is not very likely, but Iran was pretty secular during Moussadeg and the Shah times, so who knows. Hey, during those times, Iran even had a cooperation agreement with Israel, and Israel developed for them water systems.
