I think it would be far better for ERHC to "reach out" to a JV partner and get them to pony up some money so we can do some seismic or drilling instead of trying to squeeze more blood out of existing shareholders.

What exactly would you expect the author to do if ERHC did "reach out". Seems to me any reaching out that is going to be done will need to be with their palm open.
