I don't think they're in any hurry, not sure they have to be anyways. The legal gambling will happen, no questions asked. That will provide a great deal of income to allocate to other areas. They should use some of that 1.5 bil to bring in quality people.
I wonder if any of these Ville games could be made so that you could win real money by meeting certain goals or objectives (which would require spending a bit likely...at least spending a lot more time playing it). In that case it wouldn't be gambling, but create incentives so people stay a lot longer. Those getting close to reaching certain important goals would surely consider spending at least a little...
Why not provide possible payouts to some of these games???
