It was...? What most "conservatives" said was the "investing" of SS tax receipts in the "Trust Fund" was and is a scam. But virtually everyone who gave their surplus SS tax dollars to the Federal Gov. would probably be quite happy had that money been deposited in their 401K and used to buy those same T Bills. I can get you the rate of return if this had been done. But thanks for the laugh....
