Just reread the "COB feature" link. I think this part really says it all about the intetnions of it's creators:

We created this feature because of the wide-spread
problem with spam, personal attacks, and bashing without reason or facts

No mention at all of "hyping without reason or facts". Of course we all know that that isn't anywhere near the problem that bashing is on message boards, especially OTC BB ones ROFL...at least for people that run IR, emerging company profiling, reccomendation type websites...
