EastCoastCdn, FINRA is notified almost in unison to the State filing. The Nevsos site below shows they filed on July 31. Pre-issue is the time SSOL is forming the 10-Q report about three weeks before the due date apparently. They obviously knew a R/S was coming before the approval on July 24, so the R/S was figured in the report to avoid confusion as the 10-Q was due afterwards, though the actual fiscal time was before the R/S.

That is not what the 10-Q said.
How do you know they requested Finra aprroval on July 31st. That is not in the notes.
What is this pre-issue??? It doesn`t say this. Vote was after they effected, July 20 effected July 24 voted.
