Hank, it's actually pretty easy to see why they are a low PE stock. Just take their last quarter and annualize it. They made 65k in net profit for the quarter. Times 4 (and I think they can easily put these numbers up every quarter if not more) and you get to 260k USD in net profit. That's about 1.7 cents in EPS.

So I would definitely argue that this is a very cheap stock at 5 or 6 cents.
