No, you got that wrong. If'n yer a crook and you aren't on the right side of the Crook's guild, you get pinched, and put away, (no competition allowed!) but if'n you are reaming the great unwashed masses and involved in banking, lawyering or corporatism at some level, you get off scott free or with a pittance penalty to your actual ROR.
