One thing most pseudoscience idiots do not realize is that the Hurricane is formed from a discrepancy between the warm temperatures at the surface and much cooler temperatures in the tropopause at the top of the hurricanes eye wall. It's what gives the hurricane is energy and rotation. Warm water gets sucked up the eye wall into the tropopause cools and condense back into water to rain back down to the surface by going out and way from the hurricane. This convection is way keeps the central eye clear of any precipitaion and cooler than the storm itself. The heat energy is being pulled from the ocean and released into atmosphere above the weather pattern.

So now I ask you. How would heating the ionosphere directly above a hurricane to warm the water below it keep this convection engine going? If you raise the temperature of the atmosphere above the water to raise the water temperature you are balancing the temperatures from sea surface and higher, you would in effect break the cycle you are trying to create.
