yup, looks like that's exactly what happened at SIAF's baby prawn farm. The contract was officially announced at the end of Feb '12 but Phase 1 which had lots of infrastucture works and a complete hatchery station was due to finish in April'12! Looks like the handshake happened in Nov '11 lol :)
