How many times in the past have countries flexed their military muscle to prevent military action?

I'm not suggesting the Mid-east is a stable area - in fact, it's more unstable now than ever before since the U.S. invaded the 3rd world country of Iraq...What I am saying is FOX' neocons continually beat the drums of war.
