step 5a. through inattention or malice - don't care which - the company fails to sign off on the transfer.

Could be more important things to do.
Could be intentional to slow down sellers to prop up share price and give the tinfoil hat conspiracy theorists fodder to distract them from the delays.

Anyways, the change of management hopefully brings a change of execution on all fronts.
