I do not agree.

the technology to produce nerve gas and mustard gases is approximately 60 to 100 years old. Any insecticide factory can make them using techniques of college chemistry and the starting materials can be synthesized from dual use chemicals, and all you need is one batch in the middle of the night. How can inspectors find this?

Mobile labs with 10 gallon fermenters are all you need to make bacteria. How are you going to find this?

the only solution is political: removal of the desire to do it.
