Market Makers can short sell stocks at any price to create a market...

They are also allowed to inventory stocks so they can make a market.

They drive fear and the markets run on emotions... thus, when people panic, they make money.

Because they pay no retail exchange fees... since they "are" the market... it is virtually similar to stealing, but they have a license to do it.
