Good news...city is responsible for environmental approvals.

"The City of Regina, as the proponent of the Agreement, will operate the pump house and pipeline and will be responsible for obtaining all necessary environmental approvals."

But then, you're correct; and some additional issues / delays could be caused from 'being first' using this type of water source...
