"what if anything has slowed them down recently, he mentioned the SAIC Test Report, It was brought out that they wanted to get the processor running just right"
Seems somebody has reached the bottom of the excuse barrel. They want to make sure that the processor is "running just right" for an independent review, suggesting that something less than "running just right" would be and has been perfectly acceptable for day-to-day operations. This one should get a name....maybe the Goldilocks Explanation....they don't want it to run too hot, they don't want it to run too cold, they want it to run just right....especially if company's coming.
"So I would expect some down time to build out # 3, and probably a bit more."
That would seem perfectly reasonable if it weren't so tiresome. SAI conducted their review on #2, presumably having been directed to do so based on the improvements incorporated in it versus #1. They did so two full months after the company announced that it had "been successful in bringing its second Plastic2Oil® (“P2O”) processor (the “Processor No. 2”) online at the Niagara Falls, NY facility." So I guess being successful in bringing its second Plastic2Oil® (“P2O”) processor (the “Processor No. 2”) online didn't necessarily mean that it was "running just right".
Given the pattern, can there be any doubt that the future likely holds the following?
"There will be some down time for #2 and #3 during the rebuilding/replacement process of #1".
Maybe this stuff is true, but it sure is OLD.

"Our P2O business has completed the research and development stage"
Seems not.
