Why is the general corruption that exists in the market, always brought up as a defense for these scammers. Usually by neophytes who have lost big money, don't invest any longer, are super religious, have never researched the true workings of the regulatory bodies, close off all opposite views and generally just converse amongst themselves and praise one another for strong beliefs ?

There should be a better word for it, cult is too simplistic.
