Colin Powell will be on 20/20 tonight and it's being reported he will blame all levels of gov't for the failures in NO - up to and including the Fed gov't.
I lost respect for CP a few years ago when he went along with GWB's pre-emptivasion of Iraq, but this is one of the first high ranking officials in DC (and still respected by many) who will criticize GWB's gov't on the recent events in NO.
