Let's consider a few points:

1) Any company with a 1k+ Fleet is, at present, a much larger corporation than HTI.

2) When signing a large contract (1k+ fleet, is at absolute minimum a 1Mil+ deal) the buying party has a say in the PR of the deal.

3) The larger the corporation involved in the deal the more demands they are able to make on the smaller partner (the smaller company needs the contract more than the big one does) and one of those demands is most probably following the timeline set by the larger corporation.

4) Jason Mills is a poster on Ihub who claims to own stock in HTI and is posting what he thinks. Neither HTI nor any corporations they may have signed with or are negotiating with are beholden to him or his timeline for anything.

So, it is reasonable to conclude that HTI isn't in the driver's seat when it comes to announcing any large fleet deal, for now anyway. It is also reasonable to conclude that no one should make any demands on HTI or any of their corporate partners based on what some anonymous Ihub poster has said.
