Alex can correct me if I'm wrong here, but it seems you completely missed his point not to mention it was written with a large tongue in cheek. Because I'm not in the know about NC's politics, I'll speculate here. I do know that often times "nonlinear" fits to historical data can lead to enormous future values and whence comes the "parabolic" term. It doesn't appear to me that they (NC Legislators) are denying the coming "tide", just insisting on a linear extrapolation of it so to be able to catch their breath. Nothing wrong with getting a laugh from such, either. Was there some humor in your reply? I missed it.
