I don't think Wally is so much an opponent as he is a "government employee", not willing to stick his neck out and say "OK, go to work" and risk his pension and job.
He is looking for a higher up neck to give the OK. That is why, i think, we are going to a full board hearing.
Didn't he get in a bit of hot water, or just barely dodge a bullet, with the whole original C&D rock pile situation? I am just reading between the lines on that one, so correct me if I am wrong.
