That's just a matter of fact. Think about it, if it every FEMA agent can take out 10 civilians out of the flood or any other disaster, we'd have to have 30,000,000 FEMA agents spread around around the country to take care of every one on a moment's notice. That's just not practical. Everyone has to take reponsibility for him/herself, first and foremost.
