I think the point is until the fines are more then what they can steal nothing will change. I remember a few years ago Sec settled case with GS over shorting abuses. The fine was 400 million and GS never had to admit guilt. That part is important for them. My first thought was if they settled for that 400 million how much profit did they make above that? Until fines cost more then profits made it pays to break rules.
