If plants individually want to know the absolute minimum amount of MBS needed for their compliance purposes, then there could be some
ongoing testing required of MSE. IMO it will be cheaper for the plants to just go with some sort of mid-way amount, and not risk being out of compliance, and being fined.

As for servicing many plants simultaneously, I bet Jim has a plan. I would like to know what the plan is too. :)
