Corporate structure 101??? Sheeeesh. Obviously you can obtain, receive, acquire something without paying for it. The investment bank received an allocation in between the price difference and can even receive an over allocation. Again you have to acquire shares or access to, if that will satisfy you, in order to sell shares. You are just debating a schema of terms.
