I'm confident it wasn't an actual "live hot run" on a working plant.
Seems it was more of a lab test on a model to create as close to actual conditions w/actual results.

To preform an actual live hot run would involve a partial shut down which would interfere with production quotas,
time & money needed to prepare for a shut down,
the maintenance since you're already doing a partial shut down,
the time & money needed for the equipment & instilation, etc.

Yet it seems like they have already gone through that next stage part of it already;
SARASOTA, FL -- (Marketwire) -- 01/09/12 --
..."are now arranging for a complete walk through of the plant in conjunction with the plant's engineers for pressure measurements, flow systems and insertion point of MBS. We have determined all the measures and needs for retrofitting the plant in order to meet their goals as well as Global's goal of negotiating a contract for that project."

I would say they didn't want to interfere with production or any unforseen problems & decided to bring out the football instead.

As Narnia stated,
"Whether the detailed, and well-documented tests that were conducted were considered the "hot-run" by the cement company, or whether the cement company decided to accept these test results as acceptable to move forward to a contract I do not know."

What can be said for certain is,
that brochure is being packed by a number of sale rep's & headed across country & parts far east.

Cheers
