What's so strange about people, even high ranking bureaucrats, going to bed at night?

Not a thing. I do believe that the people who work under them should be awake and keeping abreast of the situation and that these same people should wake the high ranking bureaucrats up with up to date information and not have the high ranking bureaucrats be updated by a newspaper that was probably printed while he was sleeping.
