file and related outputs (ELIS and DWIZ files - see important notice B-0811-11 dated May 24, 2011 -

an automated notification in the event a global lock occurs."

So my mistake, the Participant (the company and therefore Roth) are alerted as soon as the lock is placed and not beforehand. Did we immediately receive a PR? Nope, not even close.
