If you are correct that that is their mission, then what you propose is exactly the correct solution and will have exactly that outcome.

It blows my mind how unable some people are to just exercise a little self-control. And they've even got tools to make it look as if the people who "make" them lose their cool have disappeared.

This is way too reminiscent of situations at SI where people would submit complaints that someone needed to be booted because they were "lying", then all I'd find is that the people complaining about someone where themselves breaking the rules like they didn't even exist.
