I'm not sure what he told you, but as I understand it, some speculated
the news shares would be on a better exchange, most of which have multiple dollar minimum share prices for listing.

I think that is where the 4 dollar number came from.

Why would an Investment Bank fund a private placement for a stock to be on the OTC?
