Dalrymple Signs Western Area Water Supply Legislation

May 3, 2011

BISMARCK, ND – Gov. Jack Dalrymple was in Watford City today to sign into law House Bill 1206, legislation that allocates $110 million in state financing for the newly created Western Area Water Supply Authority, a water supply system that will transfer water from the Missouri River to communities and industrial users in western North Dakota. The Governor signed the bill during a ceremony at City Hall and was joined by legislators, regional water district representatives, and industry and community leaders.

“This legislation and the Western Area Water Supply project are important for western North Dakota, as well as the entire state,” Dalrymple said. “The project not only meets the rapidly expanding domestic water needs of the region and provides quality drinking water to rural parts of the state, but it also provides water to support the growth of North Dakota’s targeted industries.”

The legislation creates a new political subdivision, the Western Area Water Supply Authority, and provides $110 million for the project. The financing includes $35 million from the Resources Trust Fund, $50 million from the Bank of North Dakota (BND) and $25 million from the General Fund.

Several regional communities and water districts are sponsoring the project, including the City of Williston, the Williams Rural Water District, the McKenzie County Rural Water District, the Burke-Divide-Williams Water System Association and the Ray and Tioga Rural Water District. The water supply system will benefit the communities of Williston, Watford City, Ray, Tioga, Stanley, Crosby, Grenora and Wildrose.

The Authority’s Board of Directors will consist of two representatives from each of the sponsoring organizations, as well as the State Engineer or a designee.

In addition to providing drinking water to rural communities in western North Dakota, the water supply project will also impact energy development in the state. The system will bring water closer to the oil fields, reducing the distance water needs to be transported and lessening the impact on roads in oil country.

It's uncertain when this water project gets under-way. It's been one year since the ND Govenor signed House Bill 1206. Hopefully this means work has been started. Since Stanley and Tioga are on the far end of the pipe it may be awhile before it reaches those communities.

I don't know if anyone has noticed but ND is covered with lakes...hundreds of them small and large. When I flew to Minot, ND from Minneapolis I couldn't believe all the lakes in that state. You wouldn't think water would be a problem but evidently it's not real good water so it's an issue we need resolved. ;)
