Here's your proof straight from the horse's mouth:

"The Company has issued an ultimatum to the DR Track Commission, stating that either the track be granted to the Company or it will rescind its offer... They told us we would have a decision at the end of last year. We can't afford to wait around any longer." -2/21/12


I think its fair to say that after 3+ months that "ultimatum" has fallen on deaf ears. How anyone can still hang their hat on a deal with a rescinded offer is beyond me.
