The point is that despite the fact that the report contains materially false information and omits material information that should be included, Val Westergard certified that the disclosure statement does not contain any untrue statement of a material fact or omit to state a material fact and that the financial statements and other financial information fairly present in all material respects the financial condition, results of operations and cash flows for the company.

Clearly Val's "certification" is meaningless. He thinks people will just believe his word, which is not trustworthy. IMO he is likely a pathologic narcissist. I truly don't think he has a conscience.
