Reducing their A/S is ANTI-dilution , tells u where the company wants this to go. The rogue trader sold almost 20 mil shares at a lower pps, hence it takes time to clear those cheapies out and have a new group of investors who want this to go to a higher pps. $GEAR is doing all that nicely today IMO.
