Because the process can be very convoluted (nb: GVRP) especially when there are large short positions involved. The results may not follow the rules and regs. And very often the return to trading is far from a smooth transition. Most,if not all, go to the grey market after an SEC suspension, with the possible return to the pinks only after a MM'r files a Form 211 on the company's behalf. etc. etc.

Personally, I don't believe that BCIT will have a suspension thrown at them. Mega's BCIT is not the cause of this problem and is not culpable. (He must be swift in completing the catch-up of his filings. There is a risk with that.)
