It looks like Malcolm might be playing games with the Global Exploration Services report. But he will be obliged to provide it to MRT as part of the mandatory second annual report requirement on the EL or he can say goodbye to any faint chance at all of an extension. Then if the EL finally expires without an extension being granted the report would go on open file at MRT library.
