they help a great deal, but are still dependent on quality COB's. I prefer not to filter anyone out, unless they are just running amok while the chairman is away. And the TOS should hopefully be a seldom needed function. (okay, in a perfect world, where all posters are adults, but not holding my breath for that to happen)
