Show me one Press Release that happened as posted. A Letter of Credit REQUIRES a bank officer to CONFIRM the money is on deposit at the facility and the bank takes responsibility to pay down draw down payments. It is not controlled by the Seller and cannot be retracted once it's the banks responsibility. $154.00 doesn't go very far.
