Technically yes, but you need shareholders willing to part with their shares at these prices. I suspect many, including myself, have done their DD and as a result believe in MDGC's potential. If those shareholders that believe the company can be much more than its current development stage status, then the reality of the matter is that the float becomes tight if not locked down by investors unwilling to part with their shares.
