Other than the U.S. remaining friends of Afghan, in contrast to how the Russians handled their withdrawal from Afghan, Pres Obama did not promise much more than the U.S. can deliver. Most in the U.S. are war-weary - not of course Repubs who are always anxious to go to war, but not so anxious to help U.S. citizens.
