Sounds crazy, but it will be a reality imo.
China is dragging their feet because they can make cheaper goods without any pollution controls than they can with them. The know it is going to cost then money, and they do not want to spend it. They are only thinking of their profits being affected, and they really do not care what they are causing. It will be game over though, if the government steps in. It is so bad that they may have to. The people here are literally sick of it all.
