The pps is based on the last trade, so if the last trade happens to be down 9%, it'll indicate just that. The same goes if the last trade is up 20%. That's all the pps indicates. Doesn't mean there are any games going on, just that there is a willing seller and a willing buyer that agreed on a share price to be traded at.
