No, I am not kidding... You have to have a Lic. to drive don;t you? Maybe you should have to pass some sort of test / qualifications before you can have a kid.... What's wrong with that idea... Better than unleashing the "heathens" which weren't wanted in the first place on the rest of Society don't you think? Funny we expect people to have a Lic. to take care of children not their own, or require training of parents in certain cases.
