Isn't that an interesting point that you are making here!

When you told me that the Solid Waste Permit was to license onsite stockpiled plastic PRIOR to processing, you straightened me out, and I appreciate it.

See, Z, I had it backwards. I knew that the output waste is carbon black and that JBII can either sell it or dispose of it.

I also knew that, by weight, the volume of this carbon black was insignificant.

So I wondered aloud to you about why they needed a New Solid Waste Permit to cover a new level of carbon black, when the carbon black level is not anywhere near violative levels.

You made the point to me that the coverage by the permit was on incoming side, not on the output side

.So, basically then, the new processors and the doubling of the output levels that are permitted by the DEC will mean that the amount of stored and stockpiled plastic covered by the existing Solid Waste Permit will be.... wait for it...... wait for it.....

THE GREATER LEVEL OF PERMITTED DAILY PRODUCTION & THE INCREASE IN THE PERMITTED NUMBER OF MACHINES WILL PHYSICALLY INCREASE THE CONSUMPTION LEVELS OF THE STOCKPILED PLASTIC STORED ONSITE!!!!!

There is no need to increase the allowed level of stored and stockpiled waste plastic to accomodate the increased through put.

SIMPLE AS THAT.

So basically, the very notion that we are sitting here, waiting on a new SWP is falacious.

I mean, if JBII now can process twice as much per machine, and if you are also adding a third, "higher level allowed" machine....

....then it follows that the stockpile of plastic will be whittled down.

In fact, it follows logically that what JBII will now be able to do is manage the level of stockpiled plastic more intelligently.

JBII can now set its input side plastic resource levels on a flow sheet and keep it steady at a level that is not going to exceed the level permitted by the existing permit.

See folks.... its INPUT SIDE and as such there is not need to obtain a new Solid Waste Permit at this time.

As such, it follows that it is 100% incorrect to insist that we are currently restricted

IN ANY WAY

FORM

FASHION

OR MANNER

....to having to run the machines at half levels right now.


JBII has the permits in place to allow for doubling of past production levels and the fear that we can not go forward without a new SWP is just not factual, rational, or real, IMHO.

We are allowed, by existing permits, to run at the new, higher levels, and it is my presumption that we are presently doing so.

The input side is not a limiter of the production levels. All that is needed is a valid Solid Waste Permit and a rational, well thought out business operational plan to make sure that the permitted levels are not exceeded.

This is very easy to understand and it is thus thoroughly irrational, IMHO, to countenance the notion that a new SWP is even needed.

Obviously, that is highly questionable as a baseline assumption, to say the least.

And folks.... bear this in mind:

The existing Solid Waste Permit is usable until June 2014.

Its not breaking news to point out that we are in the first half of 2012, so there is no threat posed by the non-issuance of a new SWP given that the allowed output that is permitted has doubled and the timeframe of the existing SWP is not even near to expiration.

Obviously.

Its so obvious that I can have no other opinion than that regarding it.
