Agreed. So the question is, why is he waiting?

1) a representitive sample of the entire shipment is taking longer than anticipated to assay and since that is part of paperwork to cash the LC..Cotton does not have the money yet.....or, the ore is really, really bad and low grade that the buyer refuses to pay.

2) Bao is still laughing at this operation and how small it is. This is not new with Chinese investors and Cotton. He brings them in for PR on ihub and never completes a deal. I don't think he ever had any intention to complete a deal. If you cannot prove a billion tons, they are not interested.

3) Maybe more problems with the export permit.

4) iron ore exports from Mexico were at a standstill in Nov/Dec.
Doubtful Cotton shipped anything at that time. If a bulk shipment left Mexico then, the entire iron ore industry up and down the Pacific coast of Mexico would have heard about it and complained LOUDLY to the gov't. Since Cotton doesn't have or show much paperwork to anybody, how did he managed to ship?
