I would say China if they don't play along. It's going to be kind of tough for US based companies to pay their vendors in China.

I wonder how long Foxconn can manage without getting paid by Apple for one.

I'm not so sure about the political posturing as Congress passed this to begin with and gave the president a free hand to decide.
