So when I am "stopped" for a light out on my vehicle, that means I am "arrested"?

LOL. You know as well as I, words have more than one meaning! smile

Very, very technically, yes: for a minute or two. You're stopped, detained, usually even questioned ("Been drinking?" Did you see that stop sign?") You're not taken into custody, but your ticket is the officer's statement of probable cause and a summons to appear in court; then you're unarrested!
