I called TD Waterhouse. I was told that I can sell my shares at any time but that I have to keep the cash in my account until they receive the Certs. I was told it can take from 7-15 days for them to receive them.
The link bellow now reflects the 40 million shares issued but the float is still only 2 million or so.
